1996 Sl-1 Idles a little rough. Tach up and down 400 0r 500 rpm. Whats wrong

!996 Saturn SL1 automatic 87,000 miles.  Tach fluctuates up and down 400 to 500 rps at idle.  Just started not long ago.  What is wrong?

If its not pulling any codes. Do a full tune up.And see if its steel doing it.
