1993 saturn sc2- clicking noise from under emergency brake any ideas?

I just got the car and it has a loud clicking noise that comes from under the e-brake handle, it only starts when you shut the car off but if you put your foot on the brake it stops until you take it back off, start the car and it stops?

have this same problem in my 94 sl2. would like to know what it is!
