Question type: Maintenance & Repair

1991 sl1 tbi . Cranks/starts with pedal floored but
won't rev up past 1000rpms and dies immediately.
Have replaced plugs, wires, coil packs, fuel pump,
tps, O2 sensor, coolant temp sensor, fuel injection
connect. Cleaned fuel injector and throttle body.
Any suggestions on what to do next?

Every now and then it will rev up and actually run, a little rough, but good enough to fool me into thinking it's better but after I shut it off most times it won't start and idle or rev.

Either Engine computer (ECU) is not getting some information from a sensor or the ECU is faulty. Check the crank sensor and the mas air sensor.

Have you change the spark plugs and the fuel filter? Sometimes you can get a clogged fuel rail or fuel filter that could cause this issue I would make sure that you change your spark plugs and your fuel filter and then see what happens if you haven't done so already?
