My 2006 Kia Spectra ex is leaking white foamy
stuff from the radiator and making a loud
squealing noise what could it be

The foam in the radiator is where someone has put some kind of stop leak in the coolant instead of fixing it properly. For the squealing, going off just the word squealing, my guess is the belts or a pulley, or a whistling from an opening in the radiator.

yes, I'd say something similar. The squeak comes most likely from an old belt or pulley area. If you change your belt and you still get a squeak, this means that there is a bearing problem in one of your pulleys off one of the pulley driven devices in the front of the motor area.. just which one is the mind game. If it was my project, I'd deal with the pulleys while i am changing belt ( s). knock out 2 birds with the stone. If the squeak still continues then I know it's more complicated. Good luck
