1995 chevy blazer Ran low on fuel now wont start

I have a 1995 chevy blazer that my son
was driving he was low on fuel but not
completely out and in the middle of
turning the truck around it died off and
now it wont start. The relay is fine and  
fuel pump goes on like it normally does
i also checked and cleaned the fuel
filter and it still wont start please

Mine did the exact thing, where the red straw is pointing is a ECM I fuse most likely it's a 15a I switched mine to a 30a. I hope it helps
