Brake light and partial 3rd eye

96 2dr Tahoe

Brake lights and a couple elements from 3rd
eye will not shut off.

With brklt/hazard fuse removed still on.  
Turn on flashers and brklts go out but 3rd
eye still partially on.

Any help is greatly appreciated.
