brake lights not working after changing blown fuse on a 2007 Cadillac cts

Did you check voltage on the fuse, use a test light, the fuse circuit shows to be hot all the time.

Click on the link to enlarge, you can see bas fuse and bas relay. If you can unplug bas relay, use proper jumper wire on the switch side of relay, the switch side is right side in the picture, see if brake lamps work? If they do, problem on con troll side of relay. That side needs voltage and ground. Any applicable trouble codes?
