why is my tac surging up and down while driving at 35 mph?

tac surges when driving the car at 35mph

How steady are you keeping the car at 35 MPH? You might be right at the speed that asks the trans to bump the speed up or don. If it is shifting, the tach will jump with the shift in engine speed.
