I have a 1995 Buick riviera that cooling fans don't work

This 1995 Buick riviera ac and cooling fan are jumped to 12 volts looks like on
slow speed, what can I do to fix the problem right I've changed the relays and
the 60amp fuse this car runs hot cold be cooler.

Don't know if this will help .........it is the relay schematic for the 91 Riviera. The temp sending unit send temp to ECM which controls the relays. under most normal conditions, the fans run at 1/2 speed they only kick on high when the coolant temp gets to around 230
