97 tahoe

I have a 97 tahoe, I have replaced the distributor
cap and rotor, fuel pump and filter, sparks and
wires, ignition switch and ecm..... there is no power
going to the ecm and ignition fuses and if the
battery is hooked up it does a solid chime, the
dash isnt working. This after replacing the ignition
switch, originally the problem was not getting
enough power to the fuel pump to power it. I have
no clue where to try next. We have checked all
wires and made sure none anywhere are loose
