If its able to roll down but not up, I don't think it's an issue with the fuse, I would suspect the switch. Remove switch, run jumper from hot to window up to test

Ford_fanatic87 the window will not go up its stuck in the down position so if i run a "Hot" wire to the switch in the up position and window goes up does that mean the switch is bad?

you disconnect the switch it will stop any current that MIGHT be going to the down side of the switch which could be keeping it from going up. If you're able to roll the window up by using a jumper between the hot and up wires, the only thing getting bypassed is the switch itself. Yes this would indicate that it's a bad switch.

Not a problem. But if jumping the wires doesn't work, the fact that you're getting power to the switch indicates that the problem will be in the door itself, either a bad motor, or the window could have popped off track
