i have a 1996 chevy V8 with 250,000 miles, can i swtich from conventional oil to synthetic oil?

Yes you can, May be good to use the high mileage. Mobil 1 is my choice.

Change your filter too, just to get out all the conventional oil.

Mixing conventional and synthetic will not cause any harm. Switching oils will cause no issues either.
