when removing to timing cover does the bottom pully have to come off first since the timming cover is behind it

The large pulley is the crank damper. You will need to remove the large bolt in the center of it. I would normally use an impact wrench. But if you don't have one handy you will need to stop the motor from turning over some way so you can crack that bolt loose. If it's a manual you could put it in gear and have someone step on the brake while you break it loose. If it's an auto you can take the torque converter inspection plate off and using a screwdriver or pry bar, jam the flexplate from turning. Once that bolt is off, the damper / pulley may slide off, other times it may require the use of a puller.
