My Cyclops brakelight works, but my two tailight don't. any ideas?

my 2004 Volvo s60 Brakelights don't work, but the middle cyclops light on the
upper window does.

Check the bulbs, the fuse is good if the third light works.

I checked the bulbs, replaced and then checked with voltmeter. No power to the brake lights, but the park lights work. Is there a relay somewhere since the brake lights do go on now and then? Mostly off though.

Maybe you have a damaged wire. All three brake lights are on the same circuit so if one works then they should all work. Look in the trunk to see if a wire was accidentally cut.
