Fog Lights vs. Lowlights vs. High Beams

I have a 2006 Nissan Sentra 1.8s that I bought back in February. It has
manual lights that I turn on with the left control stick (I am not knowledgeable
of cars or of their terminology). I have a question regarding the headlights.
When I just have the low beams on, only the fog lights come on. These are
the yellow/ orange part of the headlight, while the main white part does not
come on, only when I have my brights on. Is this normal? I have had a
mechanic, a dealership, and a good friend of mine who is extremely
knowledgeable about cars look at it and say it's fine. I am confused and
worried that there is something wrong with my car.

Thank you. I have the type A headlight and turn signal switch, and I don't there is a way for me to turn them off. I have included a picture of my exact turn switch.
