Changed my ignition

Changed my ignition and with new key try to
start car its started for about a sec then
shuts down, was told needed to have them
key programed, but was told the obd wasn't
greeting power. Touched a tester to the
fuses and wasn't getting any power to the
fuses for cigg. Lighter fuse. Dont know what
to do.

In a lot of cars, the OBD goes through the lighter fuse. Check that. If fuse is OK, you have an electrical short that might have been caused when the ignition was replaced. You have to fix this to get the car programed to the new key.
