Why wont my car shift out of first gear?

I have an 01 vw jetta GLS AUTOMATIC AND
ITS DRIVABLE BUT WILL NOT SHIFT OUT
OF FIRST GEAR. WHAT IS WRONG? I was
told it was a solenoid and the transmission
has been rebuilt.
