What cause the engine code 0411 mean

Code P0411 appears when a Secondary Air Injection System Incorrect Flow is detected. Possible causes: Damaged or missing check valve. AIR pump intake port plugged/damaged. AIR pump clutch malfunction. Holes or damage to exhaust components. From my VW Service Technical Manual, Revised March 2004.
