99 VW ignition replacement

I had to replace the ignition in my 99 VW Cabrio, has been running fine for a
couple months.  Unhooked the battery to do window and coil replacements
and now the lights and horn go off and it won't start.  Can new keys be
recoded without an original key?

On some models when the battery dies or its disconnected. The computer will need to be re-flashed, this will need to be done at the dealer..
