Almost all state have laws for converters. If your county or state has not done emission testing then, you should not worry about it other than the fumes.

Yes. Beginning 1974 all passenger cars and light duty trucks under a certain GVWR are required to have a catalytic converter. However, some individual States exempt vehicles over a certain age from emissions testing. Check with your local Division of Motor Vehicles. HTH. -Jim
