Are my breaks on a 2000 blazer jimmy same
on front and back and is the front caliper
supposed to be loose

A loose caliper should be investigated and repaired before driving it again. The front and back brakes are not the same.

Ok so the pins when tightened down all the way are supposed to hold both parts together snug with no wiggle room correct?

The pins usually go through a sleeve, and you need to grease them with silicone grease. Maybe the sleeves are dry rotted? Swap them out. You can get those as part of a brake upgrade kit. There will be some slight play when applying the brakes, but none that you could tell by moving the caliper by hand.
