I've checked all 4 EVAP doors and the heater core, all work properly but still no heat...what could be the problem?

Does the engine reach normal operating temp? Are the heater hoses, hot, on a warmed up engine. Did you check voltage and ground, anywhere, use a test light. Is the fuse ok, hot with key on? The grounds wires are black. Usually the top wire to actuator in diagram is voltage, the bottom wire is ground.
