Brakes locking up on 1983 dodge 1500 series with 5.7 engine

Sometimes the brake pedal goes to the floor. Sometimes brakes lock up. The
brake pads don't pull back off rotor when they kick up. I am thinking the brake
booster. What's your thoughts?

If it was the brake booster, the brakes would be very hard to push. The brake pedal going to the floor is not a good thing. Are you loosing brake fluid? If not I would have to say it is the master cylinder gone bad.
Another thing that makes the brake lock up is the brake line hoses running to the brake caliper. The insides break down and collapse, not allowing the fluid to release its pressure. But the brake pedal going to the floor is something else like loosing fluid or a bad master cylinder.
