4 wheel drive acts like it’s in but doesn’t stay locked in

Hi I have a 96 dodge 1500 5.9 v8 every time I
put it in 4 low it creeps forwards everytime but
when I go to hit mud or snow it’s not locking in
same thing with 4 high if anyone has any clue
that would be amazing and greatly appreciate

I'm not 100% but check vacum lines. I know that actuator is vacuum ran. So either a broken vacuum line or bad actuator
