99 f250 2wd 5 speed, will not start and have weird symptoms

The instrument cluster doesn't power up but intermittently  will come on if i go to start it the starter will engage but the i loose everything and if the key is in the ignition and the alarm is beeping if i turn on the headlights it stops but the head lights do not ever come on. what is cause this issue?

Bad instrument cluster.The headlights may be another issue.Change the cluster and post back.
