Are you missing anything else? Engine cranking, you do have spark at the plugs, gasoline engine? You also have fuel injector pulse? I didn't see engine litre size listed? Check for voltage and ground at the relay circuits. Terminal 30 at the relay is hot all the time, If you use a jumper wire between terminals 30 and 87, the pump should run, it won't hurt to use inline fuse on jumper, just in case. If it runs then the problem is on control side of relay, either voltage or ground. Just curious, when you first turn on the key, no crank, can you hear the fuel pump run for a few sec? When you check fuses, also check for voltage at the fuse circuits.
