IS IT NORMAL FOR TORQUE CONVERTER TO NOT GO BACK FAR
ENOUGH TO CLEAR FLEX PLATE when installing engine

No, chances are high that the converter is not fully engaged with the front pump, if you bolt it up you will ruin the front pump.
