2000 f150 wont start

I put a new solenoid  in when i hooked up the small
red wire starter spins key on or off

Note the diagram. Two voltage circuits at starter motor, one comes from battery, hot all the time. The other circuit goes hot with key in crank position and is wired through neutral switch and starter relay is energized, then to starter. See the fuse, upper left, that fuse circuit should not be hot with key off and out. Use a test light to check for voltage at fuse, key off. If that fuse has voltage, either the ignition switch or connector is faulty. That circuit could be shorted to voltage, somehow?
