1993 Ford 4.9 fuel pump

1993 Ford F-150 4.9. When I turn the key to
the ON position I can hear the tank fuel pump
run. If it runs for a just second or two the
engine will crank every time. Most of the time,
the fuel pump continues to run in the on
position and the truck will not crank or fire at
all. Truck has 2 tanks and 2 fuel pumps. Same
situation with either tank. I have new fuel
pump relays. Checked fuel pressure at
Shraeder valve ok cranking ok running. Need
answer. Thanks

You may need need a new ECM as the two bottom wires control the left and right bank injector grounds.
