Would a bad eec relay make noise, would it cause the
fuel injectors not to work

Considering the EEC is the fuel injection computer that seems likely, and a bad relay can often make noises like buzzing or clicking/fluttering. Swap a similar rated relay into that position and see if it fixes the problem.
