2001 Ford sport track ex. Turns on in high idle, then shudders off

Found gas cap open

Replaced gas cap , now still starts in high, but not as much , and thens shuts off . While it turns on, I hear a whistling noise . Going to replace fuel filter next . Appreciate the help, thank you !
