My '97 F250 HD revs hard at the start

Whenever I start the truck, it will rev up without my
pushing on the throttle, it eventually stops but
mostly if I put it in gear right away or else itll rev up
as if I'm sitting there with my foot on the gas slowly
pushing it down more and more

when the engine warms up, turn it off, and turn on again, see if it wants to rev high again. It's common for the engine to run a little over idle to warm up and come down once its warm.

It only does it when I start it cold, I thought first it might've been grease or something hanging my throttle up till it got warmed and loosened up but it's clean and clear
