how do you un-sieze a 1994 ford f350 7.3l diesel engine?

it bin siteing for 12 years my dad broke it and the last time it ran when he parked it in the
back yard and now his son thats me just pulled it out and it just wont flip over bot new
starter and new parts and still wont flip put wd-40 and diesel in the glow pluges and toke
my braker bar and still wont move so yea i need help.

Have someone pull the truck and put it in 4th gear and let out on the clutch while pulling it . Push the clutch in and out while being pulled to see if it will break loose.
