What happens to car dealer who did not give me both plates off trade in?

When I used my Honda Accord as trade in for a new Subaru, the KS dealer only provided me one of the Honda's MO plates.  The new car is registered and titled.  I renewed the plate tags for Subaru, but I have no front plate to apply new tag.  They sent me off the lot with only 1 license plate which set me up for a ticket.  Are there legal consequences for KS dealer.  More importantly, how do I know if new owner of Honda has registered the car in their name with appropriate license plates?

I'm guessing that Kansas uses only one plate, like many states, and their standard procedure is to provide you only one plat. And when they saw two, they probably just disposed of the other. If you need two in Missouri, you should have thought of this when you bought that car in another state. I'd suspect nothing shady here, If you can't get the other plate from the dealer, you'll have to visit your DMV for a replacement plate or new plates.
