With 4:10 rear gears, the best I've ever done was 22mpg heading east on I-40 from NV. Any better gearing options out there?

we have a 2008 prerunner sr 5 with new michlin that improved the ride and noise plus we have a cap spoiler rear slopes from the front I drive a 18 wheerler fouch the pedel like a feather and after 12,000 miles around new england we adv. 19 to 20 mpg. why isn't 23-24 possible........
