how to turn off dc plug when car off

I am thinking of purchasing a car seat warmer cushion, but afraid I will forget to unplug from cigarette lighter every time I use it, so does 2005 Equinox outlets turn off when car off, or will my battery drain with seat cushion plugged in in the "off" position?

You can find out the answer to your question by turning the engine off and plugging something into the cigarette lighter. If it works with the engine off then you would have to rewire it to be on a switched circuit.
