Probably, but it will be old, usually with higher than average mileage and possibly not in very good shape. Unless you get very lucky or know how to fix things I would recommend that you spend a little more money and get something better.

I life in Iceland and I have a corolla '95 it's the special series it was under 2000$ and is in good shape :) I'm not good with miles but it's 200.000 km and that is ok for a toyota because the average corolla is going up to 300.00km :)
