Car is redlining at 7000 rpm instead of 8500

I have a 2000 toyota celica gts 2zz ge I rebuilt the
motor and I'm redling at 7000 rpms and before the
rebuild I would get 8500 rpm redline.. my lift also
isnt working I did mill the head that's all the
performance work done..

I definitely got more power up to 7000 grand then before.. heres what I found out since I wrote on here maybe this will help idk.. Once I start the car it runs super good full power and I can go all the way to the 8500 rpm with lift after its started and I go say 1000 foot the car loses power and then wont go over 7000 rpm.
