I have a 1993 toyota celica with flip up headlights,
and i replaced both bulbs. But one bright won't
work. What could be the issue?

If all the lights worked before you replaced the bulbs, it would be one bad bulb where the high beam no longer works. It can't be a fuse or relay because both side work together. Check your connection to be tight/fully seated. Swap side to side to diagnose problem. Sounds like one bad bulb. Parts guy might help you.
