05 cobalt front end problem!!

My 2005 cobalt steering has a fair amount
of play in the wheel and makes a clicking
noise when turning the wheel. Also it hitches
more so on the loose dirt or snow. When
driving it does pull to the left and floats. The
sway links and wheels bearings have been
replaced and the allignmemt is good. The
tierods seem good with no play and
balljoints also seem ok. ??? Could it be
struts or possible rack and pinion??? Please
help

Ive had the CV shaft replaced and the problem continued, I may have a bad inner tierods?

I'd be investigating the rack. That's about all that's left. Also there were problems with the steering column in the past. There is a plastic gear at the bottom that engages with the steering rack that wears out. A consultation with an experienced GM mechanic would probably be money well spent.
