my toyota camry 2006 wont start

my toyota camry 2006 wont start I got a new starter,and the battery reads 12.3 also
checked the starter relay its good so when i turn the key its a click only and not starting i
can hear the fuel pump and everything else please help

First question is how old is the battery? Although you are reading 12.3 volts, there may not be enough cranking amps to engage the solenoid on the starter. Another option would be to bring it to a parts store to have the battery load tested. If you're hearing a click at the starter, this is telling me that the starting circuit is okay and the solenoid may be hanging up or has just simply failed on the starter.

I misread and didn't see that this was a new starter. I would recommend that whoever did the work should check the terminals at the starter to verify connections. Check fuses. Possible short..? Did the starter work for a period of time after the new installation?

Check to make sure you have oil in the engine. You really do not want to start an engine that is low on oil. Are you sure this engine is not seized? When you try to start this vehicle and you hear the click, read the voltage across the battery. I should read 10.5v or better.
