2000 Toyota Camry Fans wont work

Both fans will not turn on, i have unplugged the switch on the lower part of the
radiator and still no fans

I have also checked the relays there all okay, there seems to be no power to the circuit that the relay closes- Relay FAN No.1

Bob the water pump has been replaced in the past, the vehicle will stay at temp as long as its moving. the fans will not turn on at all even with the AC on, fan switch circuit open. what supplies power to the relay, its clicking and good just no power in the circuit it connects
