2002 Toyota Camry LE fan issue

I'm driving a 2000 Toyota Camry LE 2.2 L with
around 210,000 miles.

I am struggling to figure out why the fans won't
turn on. I've checked the fan motors with a voltage
meter and they've came back good. I've checked  
engine coolant temperature sensor and switch
with a volt meter and they are good. All of the
wiring that I can find looks okay. I'd appreciate any
ideas that might help solve this issue.
