My timing belts were replaced at 60,000 miles. Now at 81000, the water pump has a leak, should they have replaced water pump at the same time?

My timing belts and drive belts were replaced at 60,000.
Now at 81,000, my water pump is leaking and needs replaced.
Shouldnt the servce dept have replaced water pump at the same time.

It all depends. As a former service advisor, I can tell you that if the water pump had been leaking or shown any signs of being worn, I would have recommended to you, the customer, that it be replaced at the same time as the timing belt. That said, you have gotten 21,000 miles further out of the water pump, which leads me to believe that it probably wasn't obviously leaking or causing any problems when they replaced the timing belt. Dealerships don't generally do or suggest unnecessary repairs, and it's somewhat unusual for the water pump to go out at 60-80k miles anyway, so I doubt anyone would have suggested it to you as a repair to have done. I would say the dealership probably did the right thing.
