98 camery will not start our clock or nothing but all lights come on

I as well as others have the same problem the lights come
on, car dings, but when you go to turn it fully on. Silence
nothing I got new battery, cables, wires, relay switches,
starter tested great, what is the underlying issue here?
Ignition switch maybe? Help

Then again I ment to type in heading car won't click over or nothing but all the lights come on until you turn key all the way. I even tried fuses ... What can I do
