Need to move my 97 Toyota Camry with no battery in it. Steering and wheels are locked. Is there a way to unlock everything from under the hood so it doesn't have to be dragged

Sounds like you need a Battery/Jumper Box to unlock the lock-ables. Otherwise...sounds like a Tow Job is in order.

Put key in ignition and turn to acc position, this will unlock steering wheel. At transmission gear selector, there usually be a small cover on the panel, remove cover and push down button to release the lock, then move tranmission gear selector to neutral. this should allow your car to be moved. Hope this helps.

My above answer was assuming you have an automatic transmission, also don't forget to release the emergency brake if appropriate.
