Large fuse box under the hood just behind the battery on the drivers side of fender. Look for a schematic on the underside of fuse box cover. There's also fuses on the left of the steering wheel inside the car. Look up on the left kick panel, drivers side.

Are all of your locks and windows not working, or just one?

There is also three fuses tucked way up underneath the dash. Actually to the right of the fuses behind the coin tray. (I think your '96 has fuses behind the coin tray) my old '95 had them in the kick panel. You have to remove the panel under the steering column and then pull apart the heating ducts. Once you pull apart the heating ducts, you should see three fuses up there. I think the 30 amp one controls your windows and locks.
