What is this part

I have a 1993 Toyota Camry LE with the 2.2L engine. While I was working
under the hood I noticed that the part in photo was loose and not connected to
the engine block. What I assume is the seal has come off. What is this part
and how do I fix it?

that the positive crankcase valve it is a breather valve for the valve cove it is a one way valve
