Try pulling up on pedal or pushing down on handle depending on which type e brake you have. If that don't work Try adjusting e brake switch.

It is a pedal system. Can you please tell me where the e-break switch in toyota avalon 2000?

Ok pull out the release handle as you pull up on the e brake pedal with your hand. This should release the switch. The switch should be located up toward the top of the e brake pedal mech. Possibly hidden by lower dash panels.

It will be the only thing attached to or touching the e brake pedal mech with wires going to it.
