1997 Toyota Four Runner won't engage Park

Four Runner will start in Neutral and engage both reverse and drive.  
However, it won't go into park.  Since it won't go into park I can't turn the
ignition switch all the way off after turning the engine off.

Sounds like a failure in the lock out device, first check the brake lights, if they dont work then check for a blown fuse or a bad brake light switch, if they do work then you will need to remove the console to gain access to the shift lever assembly and see what has happened to the lock out unit. Something you might try is stepping on the brake pedal with the key on and see if it will go into park then shut the key off, if it don't work then you will have to look at it.
